Capital Manager – Capital Policy and Planning

Job Description

At Freddie Mac, you will do important work to build a better housing finance system and you’ll be part of a team helping to make homeownership and rental housing more accessible and affordable across the nation.

Position Overview:

The Capital Manager – Capital Policy and Planning will be responsible for supporting the team in formulating and constructing a Capital Policy as well as Capital Plan.  The role will provide significant exposure to senior management, and will partner extensively with colleagues across Finance, Business Functions, Risk, Regulatory Affairs as well as other functions and lines of businesses.  Additionally, the role requires strong analytical, project management, and communication skills.  The candidate will work on initiatives that will provide a unique opportunity to gain a broad understanding of many key business attributes related to capital planning, management, analytics, early warning indicators, capital stress testing impact, and forecasting.

Our Impact:

The Capital Planning division is responsible for the planning, reporting, forecasting, and optimization of capital.  The team focuses on the oversight of all aspects of capital management, capital planning and elements related to risk appetite and capital contingency, as well as strategic and policy initiatives.  The team’s activities are focused on both business-as-usual and stress environments and ties closely with other areas within the Finance function including Financial Planning, Analysis and Stress Testing, Single Family and Multi-Family Business units.  Our team:

  • Collaborates with the division finance areas as well as division risk officers (DROs) in the implementation of the recently enacted Enterprise Capital Rule and coordinates associated regulatory submissions, including conservatorship capital reporting.
  • Provide the analysis and execution of the Capital Policy and Capital Planning Documents
  • Monitor and assess Early Warning Indicators for purposes of Capital Contingency Planning
  • Provide analysis and metrics for senior management for purposes of stakeholder meetings
  • Drives the optimization of capital in partnership with other areas within Finance and the business areas to improve the systems and processes currently utilized to perform these activities.
  • Develops the strategies and tools to accurately measure and optimize capital capacity and ratios and related measures.

Capital Planning is a new group recently created reporting to the Chief Finance Officer and this is an excellent and exciting opportunity to be part of a results-driven team that will implement Freddie Mac’s Capital Planning and Management Strategy during its build-out phase. 

Your Impact:

As a member of the Capital Planning Team in this role within Policy and Planning you will:

  • Collaborate with key stakeholders within various functions to problem-solve and deliver
  • Be responsible for writing and overseeing components of the newly constructed and updated Capital Policy and Planning documents under the recently released final rules
  • Work on initiatives that will provide a unique opportunity to gain a broad understanding of many key business attributes related to capital planning, management, analytics, and forecasting
  • Collaborate with fellow team members and other participants within Capital Management, Stress Testing, others in the Finance organization as well as the Risk organization (second line)
  • Maintain and execute against detailed project plans
  • Demonstrate understanding of internal business segments (stakeholders)
  • Create presentations for senior management, Board of Directors and regulators
  • Analyze / explain results, review trending and perform sensitivity analysis
  • Develop and maintain reporting templates and documentation of methodologies and execution to support governance requirements
  • Work within a fast-paced, engaging, and dynamic environment
  • Understand the inputs, assumptions, maintenance and outputs of financial models

Qualifications:

  • 7-15+ years’ proven experience in driving results managing global and complex programs with multiple stake holders across various business functions
  • Prior work experience in areas related to analytics, management or banking with top tier firm with focus on capital planning and management is strongly preferred
  • Strong proven business analysis competency and abstract problem-solving capabilities
  • Strong communication and strategic thinking skills to engage with senior leadership
  • Ability to deliver positive change in complex organizations with a high-level engagement and time management skills
  • An undergraduate degree is required. MBA, Master’s, or CFA is preferred

  • Show flexibility in thinking as we develop new processes as multiple iterations are likely to happen before a workstream is completed
  • Ask questions and listen while learning.  A good amount of the work is related to listening and gathering information from others
  • Provide resolutions to an extensive range of complicated problems. Solutions should be innovative, thorough, and practicable.
  • Work under limited direction, independently determine and develop approach to solutions.
  • A working knowledge or background on contingent capital planning/resolution planning is desired
  • Demonstrate robust and substantial knowledge of finance, economics, accounting, and mortgage market (preferred).
